I picked Domestic but i am having a hard time backing it up with strong evidence...its all about domestic, you can talk about the economy and the stock market crash, civil rights, and trust busting or something like that for your 3 main points.May I suggest you go with foreign. Then you can use as evidence the growth of the size of the country and manifest destiny, which was a key initiative at the time.
