According to the German Bet ubungsmittelgesetz (BtMG, Narcotics Law),
importing a coca plant (Erythroxylum Coca and all varieties) or parts
thereof is only legal if:
- General permission for handling narcotics was granted by the
Bundesinstitut f r Arzneimittel und Medizinprodukte (Federal Institute
for Medicaments and Pharmaceutical Products), see 3 Abs. 1.1 BtMG
- Specific permission for import was granted by the Bundesinstitut f r
Arzneimittel und Medizinprodukte (Federal Institute for Medicaments
and Pharmaceutical Products), see 11 Abs. 1 BtMG
The coca plant, including its leaves and all other parts, are
considered narcotics according to 1 Abs. 1, Anlage II BtMG and are
thus subject to the above regulations.
