Okay, the refurbished laptop I ordered arrived today and I have a problem ?
What should I do now ?

I posted to your Question with what I found, and looking at the website you ordered from I see what he has done(I think), is use a generic description for the series of laptop.
Looking closer at the Model# and Part# on HP's website, I found that there was not a cam on this model. So we goofed by not looking hard enough.
He may fight you with a Buyer Beware situation, if the site says sold as is, or such, due to being a referbished unit.
I don't know about Canada law, so I can advise:
What I would do, ask to swap it for same model with a cam, or for money/credit back in order to place order for correct model.
Or you could keep it and get a low profile cam.
