Newbie Question: Chinese translation

First off, I know nothing about running message boards, and have very limited knowledge of program editting and stuff.

My situation is, now I want to run a board in Simplified Chinese (the one used in Mainland China, not big5). I've been on several forums that are vBulletin, I like the design and all.

I've seen translated vBulletin messageboards. So my question is how exactly can I do so? What version of vBulletin shall I purchase, where can I find the language pack or who can do the translation?

You would be better off waiting for vB3 since it will include the ability to easily create and manage Language Packs.
